Foreign Office, July 24, 1907. WITH reference to the letter from this Department of the 15th instant, I am directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Secretary of State for India, copies of two telegrams which have been received from His Majesty's Minister at Peking on the subject of the proposed inquiry by an International Commission into the opium question in China.*
If Mr. Secretary Morley sees no objection, Sir E. Grey proposes to authorize Sir J. Jordan to support his American colleague, should the latter still desire to have British support, in endeavouring to elicit a more satisfactory reply from the Chinese Government as to their adhesion to the principle of an international inquiry.
